Below is this week’s congressional update by BakerHostetler’s Federal Policy team. We’ll continue to post in weeks when both chambers of Congress are in session.
HEADLINES
- Congressional negotiations on funding legislation have stalled, with the first of two deadlines to keep government agencies open approaching Friday.
- President Joe Biden has summoned congressional leaders to the White House to press them to avert a partial government shutdown and approve aid to Ukraine and Israel.
- Biden will also host Prime Minister Giorgia Meloni of Italy at the White House.
HOUSE
- The House plans to hold floor votes Wednesday to Friday – with the possibility of a partial government shutdown looming Friday night, the path forward is murky at best.
- The Homeland Security Transportation and Maritime Security Subcommittee on Thursday will hold a hearing on port cybersecurity.
- Also Thursday, the Oversight Cybersecurity, Information Technology, and Government Innovation Subcommittee will hold a hearing on the General Services Administration’s compliance with federal purchasing rules.
- The House committee schedule is light during this abbreviated week, but additional hearings can be found here.
SENATE
- The Senate will be in session throughout the week, also with an uncertain agenda due to the impasse over government funding.
- The Homeland Security and Governmental Affairs Committee will hold a hearing tomorrow titled “The U.S. Technology Fueling Russia’s War in Ukraine: How and Why.”
- Wednesday, the Agriculture Committee will hold an oversight hearing with Agriculture Secretary Thomas Vilsack.

WHITE HOUSE
- Today, Biden is traveling to New York City to appear on “Late Night with Seth Meyers” and to attend a campaign fundraiser.
- Tomorrow at the White House, the president will host Speaker Mike Johnson, R-La., House Minority Leader Hakeem Jeffries, D-N.Y., Senate Majority Leader Chuck Schumer, D-N.Y., and Senate Minority Leader Mitch McConnell, R-Ky., to discuss government funding and aid to Ukraine and Israel.
- Friday, Biden will host Meloni for a bilateral meeting at the White House.
