For-Hire Vehicle Bills & Rezoning in a Manhattan Neighborhood

This week the New York City Council held a stated meeting and passed several notable pieces of legislation. First, the Council approved a contentious package of bills to regulate the for-hire vehicle industry. The first bill puts a cap on the number of licenses issued to for-hire vehicles for one year while the city studies the impact of the industry as a whole. Another bill will create rules to determine the minimum payment amounts a driver will receive per ride and establish a minimum fare amount set forth by the NYC Taxi and Limousine Commission (TLC). The legislation seeks to address low driver wages and improve traffic congestion. On Thursday, Council Speaker Corey Johnson and Mayor de Blasio held a rally in Union Square Park to celebrate their victory. The Council also approved a rezoning in Manhattan's Inwood neighborhood following years of rigorous debate. The topic has been controversial with residents, citing fears of gentrification and displacement. Council Member Ydanis Rodriguez whose district includes Inwood, argued that the rezoning will bring jobs and affordable housing the area. The city has also pledged to invest $200 million dollars into the neighborhood.
