Most of California’s 58 counties are moving to reopen the majority of their business sectors, consistent with Phase 3 of Governor Newsom’s COVID-19 Resilience Roadmap. Newsom announced the state’s move to “Phase 3” on June 5, allowing most “higher-risk” businesses to reopen with county permission. This includes, among others: bars, gyms, schools, day camps, and film and television production. As the California Department of Public Health’s announcement notes, the reopening of these sectors is subject to approval by county public health departments. These guidelines take effect on Friday, June 12. While many counties moved to reopen under the state’s direction, others have chosen to partially reopen subject to county-imposed restrictions. The chart below provides county-by-county information on initial health orders, reopening plans and each county’s status—including any applicable restrictions. As counties move through Phase 2 and into Phase 3, the chart will reflect those changes and any specific county guidance and regulations.
