FY 2019 President's Budget Request: Relevant Programmatic Figures

Various state environmental agency organizations have commented on the fiscal year 2019 President’s Budget Request (“Budget”).

The organizations addressing the Budget include:

  • The National Association of Clean Air Agencies (“NACAA”)
  • Association of State Drinking Water Administrators (“ASDWA”)
  • Association of Clean Water Administrators (“ACWA”)
  • Environmental Council of the States (“ECOS”)

NACAA characterizes the relevant parts of the budget as constituting “deep cuts to air grants” noting, for example:

. . .$152 million for state and local air grants under Sections 103 and 105 of the Clean air Act, which is a decrease of 33 percent from the current amount of $227 million

ASDWA notes in regard to certain drinking water programs:

  • PWSS - $67,892,000 (33% below FY 17 enacted)
  • DWSRF - $863,233,000 (no change from FY 17 enacted)

ACWA states that categorical grants such as Section 106 and 319 have been budgeted for reductions. However, modest increases are projected for Clean Water SRF and Drinking Water SRF.

ECOS notes that the United States Environmental Protection Agency’s (“EPA”) funding level would be reduced by 23 percent for a total amount of $6.15 billion.
