GSA Seeks Input On Repeal, Replacement, and Modification of Policies and Regulations

On Tuesday, May 30, 2017, the GSA issued a request for comments seeking “input on acquisition regulations, policies, standards, business practices and guidance issued by GSA across all of its acquisition, disposal, and sales programs, that may be appropriate for repeal, replacement, or modification.”  GSA issued this broad request in furtherance of Executive Order 13777, which established Regulatory Reform Task Forces in each federal agency and asked that such task forces “make recommendations to the agency head regarding their repeal, replacement, or modification” of existing regulations.  GSA is seeking comments on regulations, policies, and guidance on, among other items, the GSA supplement to the FAR (GSAR) and the GSA Acquisition Manual, as well as acquisition policies, standards, business practices, and guidance that have not been codified as regulations but may still be applicable.  In particular, GSA is most interested in comments on areas that have not been recently addressed including “evergreen, price adjustments, catalogs, requirements relating to utilities, construction, and facilities.”  GSA also noted that the final Transactional Data Reporting rule is in a pilot stage and ready for comments.

Comments are due on July 31, 2017.
