HUD to Fund $120 Million for Its Choice Neighborhoods Grant Program

The U.S. Department of Housing and Urban Development (HUD) will be accepting grant applications from eligible applicants through June 28, 2016, for HUD’s Choice Neighborhoods Implementation Grants program, which supports the implementation of comprehensive neighborhood revitalization plans that are expected to achieve the following three core goals:

  1. Housing: Replace distressed public and assisted housing with high-quality mixed-income housing that is well-managed and responsive to the needs of the surrounding neighborhood;
  2. People: Improve educational outcomes and intergenerational mobility for youth with services and support delivered directly to youth and their families; and
  3. Neighborhood: Create the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families' choices about their community.

Eligible applicants include Public Housing Authorities (PHAs), local governments, tribal entities, nonprofits, and for-profit developers that apply jointly with a public entity.  Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.  

Choice Neighborhoods is HUD's signature place-based initiative in support of President Obama’s goal to build Ladders of Opportunity to the middle class by helping community partners rebuild neighborhoods, expand early learning opportunities, create pathways to jobs, and strengthen families. This federal partnership supports locally driven solutions for transforming distressed neighborhoods using place-based strategies to address the interconnected challenges of poor quality housing, inadequate schools, poor health, high crime, and lack of capital.

In fiscal year 2016, HUD is making available approximately $120,000,000 through the issuance of its notice of funding availability (NOFA) for the Choice Neighborhoods Implementation Grant Program.
