As part of a government spending package enacted in late December, Congress approved government funding through the end of FY20 (September 30, 2020). However, Congress extended funding for a number of health care programs only through May 22, 2020, creating a deadline for what many consider must-pass legislation. Programs with funding set to expire on this date include further delay of $4 billion in scheduled cuts to Medicaid DSH payments for safety net hospitals, reauthorization of the Temporary Assistance for Needy Families (TANF) program, the community health center fund, the teaching health center funding, the Money Follows the Person program, the Special Diabetes Program, and adjustments to the Medicare work geographic index floor for physicians. Creating this funding "cliff" was seen by many as an effort to create a legislative vehicle that could be used to carry the drug pricing legislation and possibly a surprise billing agreement.
