Following the New York Public Service Commission’s decision in October to deny financial relief to a group of offshore wind and land-based renewable developers, the New York State Energy Research and Development Authority is now soliciting expedited proposals for offshore wind and land-based renewable energy projects to continue progress towards meeting the state’s ambitious renewable energy plan.
NYSERDA is streamlining these expedited solicitations by “selectively removing certain bid requirements that historically required substantial efforts to develop, but provided nominal value in bid evaluations.” The full breadth of these modifications is outlined within the solicitation documents.
Final proposals for offshore wind proposals must be submitted by Jan. 25, 2024, with award announcements expected by the end of February 2024. Land-based renewable energy proposals will follow the traditional two-step process, with initial eligibility applications due on Dec. 21, 2023, and final proposals due by Jan. 31, 2024. Award announcements for these renewable resources should be issued by the end of April 2024.
New York’s Renewable Energy Plan
New York has an ambitious goal to obtain 70% of the state’s electricity from renewable sources by 2030. Just two weeks ago, Gov. Kathy Hochul announced her 10-Point Action Plan to bolster the state’s renewable energy industry. The first point of that plan is to “announce offshore wind and onshore renewables awards in the near future.”
“For New York to continue to be a climate leader, we must be proactive in addressing the near-term challenges affecting the clean energy industry,” Governor Hochul said. “We remain committed in powering our state with affordable, zero-emission and reliable electricity. The release of this expedited and competitive solicitation process demonstrates our commitment to ensuring New York remains the place for the renewable energy industry to do business.”
This round of projects should create approximately 8,300 family-sustaining jobs and spur $20 billion in economic development investments statewide.
