A coalition of environmental organizations sent a December 15th letter to the Biden Administration containing recommendations titled:
Principles for Accelerating Clean Energy Deployment Through a Transmission Buildout in an Equitable Clean Energy Future (“Transmission Principles”)
The environmental organizations transmitting the Transmission Principles include:
- Center for American Progress
- Environmental Defense Fund
- Earthjustice
- League of Conservation Voters
- National Hispanic Medical Association
- Natural Resources Defense Council
- Sierra Club
- Union of Concerned Scientists
- WE ACT for Environmental Justice
(Collectively, “Environmental Defense Fund”)
The stated purpose of the Transmission Principles is to provide a roadmap for building transmission infrastructure:
- Needed to achieve climate goals
- To prevent harm to impacted communities
- Ensuring there are opportunities for meaningful and timely input
- Addressing challenges related to transmission planning, siting, and cost allocation
- Facilitate needed growth of interstate transmission to support a 100% clean energy grid
Concern is expressed that recent legislative proposals addressing transmission reform have not adequately addressed such principles.
The recommendations in the Transmission Principles are grouped into three topics:
- Electric Transmission Planning
- Siting/Permitting
- Cost Allocation
