The United States Corps of Engineers (“Corps”) (Vicksburg District) issued an August 17th public notice referencing an application for a Section 404 permit to undertake sand and gravel mining and processing at sites in Lafayette and Miller Counties in Arkansas.

The Clean Water Act 404 permit is required because regulated activities will be conducted in jurisdictional wetlands and other waters.

The applicant is stated to be Performance Proppants, LLC of Shreveport, Louisiana.

The applicant’s project is described as a wet processing plant, dry processing plant, natural gas pipeline, and mining pits A, B, and C. Excavation is projected to be to a depth of 30 feet.

The public notice contains a chart describing both the proposed temporary and permanent impacts.

The applicant is stated to be proposing to mitigate the unavoidable loss of jurisdictional impacts through the purchase of credits from a commercial mitigation bank, which services the project area.
