Arkansas Energy Disruption Preparedness: Arkansas Energy Resources Council Debuts Tool Kit

The Arkansas Department of Energy & Environment (“ADEE”) issued a December 13th news release announcing the issuance of what is denominated the “Arkansas Energy Disruption Preparedness Tool Kit” (“Tool Kit”).

The Arkansas Energy Resources Council (“AERC”) developed the Tool Kit to serve as a clearinghouse for information on best practices:

. . . regarding preparedness and communication in advance of and during events that may disrupt the supply of critical energy resources.

The Tool Kit is stated to deliver on “lessons learned through the Energy Resources Planning Task Force hearings held following Winter Storm Uri in 2021. Arkansas Governor Asa Hutchinson had issued Executive Order 21-5 which established an Energy Resources Planning Task Force that was required to research:

  • Vulnerabilities in critical energy resources of winter storms
  • Increased demand/inadequate supply of critical energy/Arkansas business closures
  • Need to evaluate the ability of Arkansas’s critical energy resources and infrastructure to withstand extreme events

The Tool Kit is stated to contain three sections focused on energy disruption preparedness for the following categories:

  • Residential energy customers
  • Business and industrial customers
  • Energy providers

ADEE Secretary Becky W. Keogh is quoted in the news release as stating:

The Tool Kit serves as an informational hub providing awareness and access to the many excellent resources provided by the ERC member organizations and government resources . . .It is a living webpage that staff intends to keep updated as Council members and the public share additional tools and documents to our staff.
