Arkansas Petroleum Council (“APC”) Executive Director Tom Parker has announced he will retire December 31st.
Tom also serves as the Southern Region Director of the American Petroleum Institute (“API”).
Tom has served as Executive Director of the APC since 1986 and Director of API’s Southern Region since 1999. API’s Southern Region encompasses the following states:

West Virginia
API is a national trade association representing all facets of the oil and natural gas industry. Its members include integrated companies as well as exploration and production, refining, marketing, pipeline, marine businesses and service and supply firms.
Prior to joining API, Tom served as Director of the Arkansas Highway Safety Program and was twice elected Chairman of the National Association of Governors Highway Safety Representatives. He is a past-Chairman and multi-term member of the Board of the Directors of the Arkansas Society of Association Executives, and past-Chairman of the Arkansas Highway Users’ Federation.
In 2008 Tom was presented the Arkansas Society of Association Executives’ Ken Graves Memorial Award for Association Excellence.
Tom holds a degree from the University of Central Arkansas and is married with two children and two grandchildren.
A quick side note.
As I have served as General Counsel to the Arkansas Oil Marketers Association (“AOMA”) for the past 28 years, I have had the privilege of working with Tom on several occasions. Despite the fact that AOMA and APC have not always agreed on every issue, there was no better person with which to have a constructive discussion than Tom Parker. Further, I know he will be missed by his many friends in the Arkansas trade association/legislative world. I am guessing J.D. Harper (Arkansas Manufactured Housing Association), Joe Molinaro (Arkansas Cable Telecommunications Association), Steve Ferren (Arkansas Oil Marketers Association), and others will miss their lunch companion.
