Arlington County Updates Administrative Regulation 4.1, Effective Mid- to Late March

On Feb. 20, 2025, the Arlington County Manager approved a significant update to Administrative Regulation 4.1, which governs the submission and review process for most real estate development in Arlington County.

The updated Administrative Regulation 4.1 document, which is wholly reformatted and designed since its last update in 2019, alters several submission requirements and timelines for 4.1 site plan projects.

Arlington County staff anticipates that the updated regulation will go into effect mid- to late March. Any 4.1 site plan applications submitted before the regulation goes into effect will be subject to the prior Administrative Regulation 4.1. Permit Arlington and other relevant Arlington County websites will be updated to reference the updated Administrative 4.1 Regulation.
