David Rosner and Lindsay See have been sworn in as FERC’s newest Commissioners on June 13 and 28, 2024, respectively. The FERC Open Meeting on June 27 marked Commissioner Rosner’s first Open Meeting and Commissioner Allison Clements’ last Open Meeting before her term expired on June 30, 2024. The U.S. Senate previously confirmed now-current Commissioners Rosner and See on June 13, 2024, along with Judy Chang. It is likely that Judy Chang will be sworn in as Commissioner in the coming days. Judy Chang’s swearing in will bring the agency to its full complement of five commissioners.
The Commissioners thanked Commissioner Clements for her service to FERC during the June 27 Open Meeting. Commissioner Clements gave closing remarks at the Open Meeting, expressing pride in FERC’s accomplishments during her tenure and highlighting the need for certain reforms as FERC continues its work. Prior to joining FERC in 2020, Commissioner Clements worked at Energy Foundation, Goodgrid LLC, and the Natural Resources Defense Council. She began her legal career in private practice at Troutman Sanders LLP.
Commissioner See joins FERC from her position as the Solicitor General of West Virginia, where she practiced appellate and high-profile litigation on behalf of the State. Prior to her time in government service, Commissioner See practiced appellate and administrative law at Gibson, Dunn & Crutcher in their Washington D.C. office. Commissioner See is originally from Michigan and her term expires on June 30, 2028.
Commissioner Rosner joins FERC as a former member of FERC Staff. While on FERC Staff, he worked as an energy industry analyst and led efforts related to multiple FERC rulemakings spanning issues ranging from the regulation of energy storage resources, transmission, offshore wind, and fuel security, to improved coordination between the natural gas and electric industries. Before rejoining FERC, Commissioner Rosner worked as a senior policy advisor for the U.S. Department of Energy’s Office of Energy Policy and Systems Analysis. Commissioner Rosner is originally from Massachusetts and his term expires on June 30, 2027.
