The European Securities and Markets Authority has published a list of the entities that are awaiting their national regulator’s approval for authorization and registration as EU benchmark administrators. Under the EU Benchmark Regulation, existing EU and third country benchmark administrators are entitled to apply for authorization to continue as administrators. The original deadline for applications was January 1, 2020, although this has been extended to December 31, 2021 for critical benchmarks by the Low Carbon Benchmark Regulation which entered into force on December 10, 2019. The EU Benchmark Regulation requires ESMA to publish details of those applications that are still pending. The most recent list includes applications from CBOE Europe Indices Limited and ICE Futures Europe as well as major banks including Merril Lynch International, Credit Suisse International and Investec Bank PLC. Certain of these applications result from Brexit, as UK administrators will need to be registered under one of the EU frameworks to enable usage in the EU in the future. A new list will be published on December 20, 2019.
