Look Ahead to the Week of June 3: Fiscal Year 2025 Spending Bills in Focus

The House and Senate are in session this week, although both chambers will adjourn on Wednesday as many Members of Congress will travel to Normandy, France, in honor of the 80th anniversary of D-Day.

The House will hold its first floor vote of the annual fiscal year 2025 appropriations process this week on the Military Construction-VA spending bill. Meanwhile, the Appropriations Committee will continue marking up several other funding bills, with a goal of completion by the August recess.

Additionally, Rep.-elect Vince Fong (R-CA), who recently won a special election to fill the House seat of former Speaker Kevin McCarthy, will be sworn in on Monday, giving Republicans a 218 to 213 seat advantage over the Democrats.

In the upper chamber, Senate Majority Leader Chuck Schumer (D-NY) plans a vote this week on legislation that would create a right to access contraception and for health care providers to provide contraceptives to people. Democratic leadership plans align with the two-year anniversary of the Supreme Court’s ruling that ended the federal right to abortion access in Dobbs v. Jackson Women’s Health Organization.

Administration

On Friday, President Biden will deliver an address on freedom and democracy at Pointe du Hoc, France, in honor of the 80th anniversary of D-Day. French President Emmanuel Macron will host a state visit in Paris for President Biden.

House Side

On Monday, the House will meet to consider multiple bills under suspension.

• Bills expected under suspension of the rules.
  • H. Res. 1215 – Calling on elected officials and civil society leaders to join in efforts to educate the public on the contributions of the Jewish-American community, as amended (Rep. Wasserman Schultz – Judiciary). The nonbinding resolution would also call on elected officials and civil society leaders to condemn and combat all forms of antisemitism.

  Tuesday – Wednesday, the House is scheduled to meet for legislative business.

  • H.R. 8282 –Illegitimate Court Counteraction Act. (Rep. Roy – Foreign Affairs). The legislation would impose sanctions on the International Criminal Court if it engages in any effort to investigate, arrest, detain, or prosecute any protected person of the United States and its allies. The measure is a response to reports that the court plans to seek arrest warrants for Israeli Prime Minister Benjamin Netanyahu and Israeli defense officials.
  • H.R. 8580 – Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2025 (Rep. John Carter – Appropriations). The measure would provide $147.5 billion in discretionary funding for fiscal year 2025 for the Veterans Affairs Department, military construction projects, and related agencies.

Senate Side

On Monday, the Senate will begin consideration of Nuclear Regulatory Commission Chair Christopher Hanson’s reappointment as a panel member. Schumer has also filed cloture on the nominations of Tanya Jones Bosier and Judith Pipe to be associate judges of the Superior Court of the District of Columbia and Stephanie Sanders Sullivan to be ambassador to the African Union.
