The General Assembly convened for the 2015 legislative long session on January 14 and adjourned September 30. Lawmakers will return to Raleigh for the short session April 25, 2016. The MVA Public Affairs Legislative Report on North Carolina will be distributed on a bi-weekly basis during the interim to keep you up to date on the latest legislative issues facing the state.

No committees met this week as lawmakers returned to their districts after a lengthy regular session. With adjournment comes campaign news as election season ramps up heading into 2016. As expected, North Carolina Attorney General Roy Cooper officially announced his plans to run for governor on the Democratic ticket. In addition to Cooper’s announcement, State Treasurer Janet Cowell announced she will not seek re-election and State Superintendent June Atkinson has decided she will pursue another term in office.

At the General Assembly, veteran legislator Leo Daughtry (R-Johnston) will retire at the end of the biennium after nearly three decades of service, joining a number of sitting members who have decided to pursue other opportunities. Rep. Paul Stam (R-Wake), Rep. Paul Tine (U-Dare), Rep. Rayne Brown (R-Davidson) and Rep. Jacqueline Schaffer (R- Mecklenburg) have all announced they will not seek re-election.

As the interim gets into full swing, lawmakers will begin holding study committees to take a look at key issues in preparation for the 2016 short session. These committees typically meet three to four times before making policy recommendations to the General Assembly. The General Assembly will convene on April 25, 2016 for the second half of the biennium.
