Oregon liquor licensees, CAMP is here! Earlier this year, the Oregon Liquor and Cannabis Commission (“OLCC”) began their phased launch of the state’s new digital Cannabis and Alcohol Management Program (CAMP) licensing system. Starting on August 12, 2024, the OLCC will be rolling out CAMP for use in licensing retail and nonretail alcohol businesses. Effective July 31, 2024, paper applications will no longer be accepted by the OLCC and will be rejected if submitted. Oregon license applicants and licensees will be able to easily track the progress of applications, file renewals, and make payments through the online CAMP portal.

The CAMP system was initially piloted by marijuana and hemp businesses regulated by OLCC during spring 2024. Since then, the OLCC has spent the past several month soliciting feedback from stakeholders and offering testing opportunities to select future users of the platform in order to make improvements. Stoel Rives personnel participated in CAMP testing with OLCC staff in June 2024.

IMPORTANT: Prior to the August 2024 launch of CAMP for alcohol licensing, the OLCC will be sending Access Code letters to existing licensees so that they can link their existing Oregon licenses to accounts that will need to be established in the new CAMP portal. Access Codes will only be valid on or after the alcohol licensing portion of CAMP goes live in August. Existing licensees should keep a close eye on all mail and email from the OLCC between now and the CAMP go live date. Once a profile is created in CAMP, applicants and licensees will be able to add attorneys, licensing professionals, and other agents as Authorized Representatives to each of the licenses they apply for and/or hold.

The OLCC has put together a helpful CAMP User Guide for liquor licensees and future liquor license applicants.
