Pause on Federal Financial Assistance Does Not Include Pell Grants, Direct Loans or Title IV Funds to Individuals

On Jan. 27, 2025, the Office of Management and Budget issued a memorandum to all executive departments and agencies, including the U.S. Department of Education, requiring a temporary pause of federal financial assistance by Jan. 28, 2025, 5 p.m. The memorandum includes a footnote that excludes “assistance received directly by individuals” from the temporary pause. Funds under Title IV of the Higher Education Act of 1965, as amended, that are provided to individual students such as Federal Pell Grants and Direct Loans, are not impacted. These Title IV funds to individuals will not be paused.
