Pennsylvania Governor Provides Update for Stay-at-Home Order, the Construction Industry, Online Notarizations and Curbside Wine and Spirit Sales

At a news conference on April 20, Governor Wolf announced he is extending his stay-at-home order until May 8, 2020. But in a nod to a construction industry that has been particularly hard-hit by the Governor’s shutdown and stay-at-home orders, Governor Wolf said he also will permit construction (both residential and non-residential construction) to resume throughout the Commonwealth on May 8, 2020. The construction businesses will still be required, however, to comply with safety guidance that will be issued by the administration in the near future.
 
In the meantime, Governor Wolf signed Senate Bill 841, which permits qualified Pennsylvania notaries to perform remote online notarizations. This legislative change allows auto dealerships to conduct limited car sales and leasing operations through online sales. Auto dealerships may continue to remain open for certain activities, such as repairs to passenger and commercial vehicles and sales of auto parts, but in-person car sales or leases are still considered non-life sustaining and remain prohibited at this time.
 
And Governor Wolf also noted that curbside pickup of wine and spirits is now permitted at certain Pennsylvania Liquor Control Board locations listed here—a welcome change for many Pennsylvanians stuck at home during COVID-19.
