Pittsburgh And Philadelphia Issue Guidelines For Resuming Construction

Philadelphia and Pittsburgh issued guidance on Wednesday, April 29 for the May 1 resumption of construction activities in the state's two largest cities.

Pennsylvania Gov. Tom Wolf announced on April 22 that residential and commercial construction could resume statewide on May 1.

Philadelphia Mayor Jim Kenney issued an order that permits construction to proceed on May 1, 2020, subject to a number of important restrictions.

For example, work may only proceed from 7 a.m. until 5 p.m., Monday through Friday. No work may occur over the weekend. Also, certain types of work are prohibited (underpinning, demolition of an attached structure and projects that require support of an existing party wall).

With respect to residential work, only emergency repairs may proceed. The safety procedures set forth by the City include requirements similar in nature to those set forth by the Department of Health for the Commonwealth of Pennsylvania. The failure to abide by the Executive Order does set forth penalties such as imposition of fines, revocation of licenses and other remedies permitted by law.

The City of Pittsburgh's Department of Permits, Licenses and Inspections also issued guidance laying out construction guidelines within the boundaries of that city.

The City of Pittsburgh guidance takes effect on May 1, 2020. The City will resume inspections beginning on Monday, May 4, 2020, by appointment only. Inspections had been suspended. The seven-page guidance includes detailed information about the conduct of inspections.
