On Monday, March 10, 2025, the Connecticut General Assembly’s Planning and Development Committee held a public hearing on the following eminent domain, property tax and land use bills of interest to the business community:

  • House Bill No. 7143 – seeks to amend various statutes in order to “prohibit municipalities from exercising the use of eminent domain for any purpose that produces income for a private, commercial entity”.
  • Senate Bill No. 1445 – would give municipalities the option to exempt motor vehicles from property taxation and phase in that exemption over as long as five years. The property tax revenue loss from such an exemption could be offset by the municipality phasing in an increase in the mandated statewide 70% assessment ratio applicable to commercial and residential real property as well as business personal property.
  • Senate Bill No. 1444 – would require that the total or partial conversion of a commercial building (excluding industrial buildings) into a residential development be permitted as of right under local zoning regulations. The host municipality would be prohibited from revaluing the converted property for property tax purposes for three years.
  • House Bill No. 7063 – requires that local zoning regulations allow for the as of right conversion of a vacant motel into multifamily housing.
