On September 1, 2016 new rules previously published by the U.S. Department of Commerce, Bureau of Industry and Security (BIS)1 and the U.S. Department of State, Directorate of Defense Trade Controls (DDTC)2 will become effective. These rule changes will revise key definitions in both the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR).
