Russia and Belarus sanctions update - March 2022 #2

During the past week, the US continued to strengthen its sanctions against Russia as Russia continued its invasion of Ukraine.

..BIS issued a final rule clarifying which luxury goods are subject to the ban on exports to Russia and to Russian and Belarusian oligarchs. BIS also issued a press release declaring that any person who provides services to aircraft flown to Russia in apparent violation of US export controls risks being subject to BIS enforcement action.

..OFAC added the Russian Duma and 328 of its members, the CEO of Sberbank, and dozens of Russian companies in the defense sector to the SDN List.

..OFAC issued new and amended General Licenses and FAQs, extending the seafood imports deadline through June 23, 2022, clarifying that gold transactions are included among prohibited transactions involving or benefiting blocked entities; authorizing journalists to conduct business in the Donbas region; and authorizing US persons to engage in transactions relating to third country diplomatic missions in Russia.
