The San Bernardino County Superintendent of Schools ("Superintendent") seeks proposals to establish a pool, to be maintained for two years, of experienced contractors for design, finance and installation, and to own, operate, monitor and maintain multiple-sized solar photovoltaic systems ("Systems") for school districts within the County. Participating school districts for such facilities and Systems include those in the cities of Phelan, Ontario, Mt. Baldy, Barstow, Yucaipa, Etiwanda, Redlands, Colton, Big Bear, Oro Grande, Rancho Cucamonga, Hesperia, Victorville, and San Bernardino. A participating school district and a selected contractor shall either enter into a specific contract for purchase of a System or a Power Purchase Agreement, the term of which should be 15 to 25 years. A selected contractor must provide qualified personnel to design, engineer and construct the System. Additionally, the contractor must supply all modules, panels, arrays, inverters, interval data meters and hardware necessary for connection to the local utility grid. Contractors shall design Systems to a size that maximizes the benefits to a participating district. Therefore, proposals must include pricing for 100kW, 650kW and 1mW Systems for roof-mounted, parking structure,and other site-appropriate installations.
