San Diego unveils specifics for shifting infrastructure to historically underserved neighborhoods

San Diego’s efforts to boost neglected neighborhoods in the southern part of the city took a key step forward last week when officials unveiled a new scoring system for deciding which infrastructure projects take priority. The new scoring system gives higher priority to neighborhoods that have been historically underserved, where incomes are low and where residents have relatively low access to economic opportunities. It will help those areas get new libraries, fire stations, parks, and other infrastructure projects faster, while wealthier areas may end up waiting longer for some projects.
Federal court issues preliminary injunction against the enforcement of Los Angeles County’s new Covid-19 tenant protections

U.S. District Judge Dean Pregerson last Wednesday issued a preliminary injunction against a new set of tenant protections that replaced Los Angeles County’s residential eviction moratorium earlier this year, effective December 1. The judge agreed with the Apartment Association of Los Angeles County and the Apartment Owners Association of California that the protections are unconstitutionally vague.
State requests changes in Marin housing mandate plan

State officials have notified Marin County of revisions they want to see in the county’s plan to comply with a mandate to allow 3,569 new homes in unincorporated areas. Leelee Thomas, a county planner, said Friday that the critique by the state’s Department of Housing and Community Development could require changes to the draft housing element of the countywide plan.
Humboldt County plans to use living shoreline to mitigate sea level rise along Highway 101

Humboldt County is planning to mitigate the risks of sea level rise along a particularly vulnerable stretch of Highway 101 between Eureka and Arcata by restoring salt marsh. Meanwhile Caltrans is developing a Comprehensive Adaptation and Implementation Plan for sea level rise along the Eureka-Arcata corridor that is due to the state Coastal Commission, which regulates land use along the state’s coast, in 2025.
Treasury Department eyes probe of climate impacts on insurance costs

The Treasury Department is looking to assess whether climate change-fueled extreme weather is raising property and casualty insurance costs. In a statement, Treasury Secretary Janet Yellen described the proposal as an important way to figure out how climate change may be increasing costs for Americans.
