Below is the Federal Policy team’s weekly preview, published each Monday that Congress is in session.

HEADLINES

• President Donald Trump on Wednesday will hold a rally in Duluth, Minnesota.

• The House plans again to take up several bills aimed at addressing the opioid crisis, and merge them into one; votes are also likely on immigration-related legislation.

• The Senate plans to finish work on the annual policy reauthorization for the Defense Department, and then proceed to appropriations bills.

HOUSE

  • The House plans to vote Tuesday through Friday. The legislative agenda includes several bills addressing opioid abuse, which will eventually be consolidated into a single bill to send to the Senate.
  • Lawmakers expect to take up legislation on border security and immigration, including both a conservative-backed bill sponsored by Judiciary Committee Chairman Bob Goodlatte, R-Va., and a compromise bill negotiated by leadership. The Goodlatte bill is likely to fail; the compromise measure appears tenuous especially after Trump said Friday he would not sign it – only to have White House staff later walk back his comments.
  • The Oversight Committee and Judiciary Committee on Tuesday will hold a joint hearing scrutinizing FBI and Justice Department actions in advance of the 2016 election.
  • The Appropriations Committee and Foreign Affairs Committee both have busy weeks – the latter holding a full committee hearing on Afghanistan and subcommittee hearings on last week’s Trump-Kim summit in Singapore as well as Russian and Chinese nuclear arsenals.

SENATE

  • The Senate plans to be in session throughout the week, and will vote on the National Defense Authorization Act. Three Appropriations bills will follow: Military Construction and Veterans Affairs, Energy and Water, and the Legislative Branch. The farm bill is next on the agenda, likely next week.
  • The Senate Health, Education, Labor and Pensions Committee will examine the 340B Drug Pricing Program, while the Homeland Security and Government Reform Committee will hold a hearing on Medicaid fraud.
  • Commerce Secretary Wilbur Ross will testify at the Finance Committee regarding the administration’s current and proposed tariffs.

WHITE HOUSE

  • President Trump on Tuesday will host the king and queen of Spain at the White House, and later will speak to House Republicans on immigration.
  • On Wednesday, he will travel to Duluth, Minnesota, for a political rally.
  • Thursday he will meet with his full cabinet and, separately, with Defense Secretary Jim Mattis; later he’ll host the annual Congressional Picnic.
