The Arkansas Department of Energy & Environment – Division of Environmental Quality (“DEQ”) announced in a news release that it will host a stakeholder meeting on September 27th (tomorrow) to discuss the preliminary draft general permit that addresses:

  • Tire Collection Centers
  • Mobile Tire Processing Equipment

DEQ states that the general permit is scheduled to expire and a new general permit is being prepared.

The Arkansas General Assembly enacted legislation a number of years ago whose purpose was to ensure the appropriate management of waste tires in Arkansas. Approximately four years ago the waste tire program legislation was extensively revised.

Both DEQ and the Arkansas Regional Solid Waste Management Districts play a role in the waste tire program. DEQ implements the waste tire program through Arkansas Pollution Control & Ecology Commission Rule 36. The goals of the waste tire program include removing waste tires from the solid waste stream and addressing those that have been discarded or abandoned in the environment.

DEQ issues permits that address collecting, processing, and disposal of waste tires. Further, the agency issues licenses to operate as a waste tire processing facility and waste tire transporters.

The September 27th meeting will be held in the Commission Room at its headquarters. DEQ is located at 5301 Northshore Drive in North Little Rock. A remote option will be available for stakeholders via the Zoom platform. Attendees will be able to review the preliminary draft general permit before the 30-day public comment period. In addition, representatives from the Solid Waste Management Division of DEQ’s Office of Land Resources are scheduled to attend in order to provide information about the new permit and the permitting process.
