US Postal Service posts PACT Act/POSECCA Field Information Kit and Management Instructions

The U.S. Postal Service (USPS) has made available the Field Information Kit and Management Instructions referenced in its November 4, 2021 Postal Bulletin, correcting hyperlinks in the Postal Bulletin.  The Field Information Kit and the Management Instruction are posted to the USPS website, available here and here, respectively.

After the enactment of the PACT Act (including the nonmailability statute, 18 U.S.C. § 1716E) in 2010, USPS issued Postal Bulletins including a PACT Act Field Information Kit (June 17, 2010 – .html & .pdf (.pp 3-17)); Aug. 26, 2010 – .html & .pdf (.pp 3-18)), which was a more practical/user-friendly compilation of relevant information including USPS procedures, tables, FAQs, & etc. intended for USPS personnel and customers.  The new Field Information Kit and Management Instructions similarly are intended to offer training materials and job aids to be distributed to Postal Service employees, as well as background information and frequently asked questions for both employees and the public.
