Voters to Decide Whether to Make $7.5 Billion Available for Water Projects

In one week, California voters will determine whether to pass Proposition 1, which would approve the Water, Quality, Supply and Infrastructure Improvement Act of 2014 and make $7.5 billion available for water quality, supply and infrastructure projects intended to alleviate California’s drought conditions. A recent poll conducted by the Public Policy Institute of California shows that 56 percent of potential voters support Proposition 1 and 32 percent are opposed. If passed, public agencies will need to assess the eligibility of their projects for funding and, because the Act does not include an exemption from the California Environmental Quality Act, agencies will need to also evaluate the potential environmental impacts of their projects.
