Hon. Nora Barry Fischer
Senior U.S. District Judge (W.D. Pa.)

Senior U.S. District Judge Nora Barry Fischer has been a federal judge for 13 years, having ascended to the bench on April 2, 2007. She was nominated by President George W. Bush on the recommendation of U.S. Senator Arlen Specter.

Throughout her judicial career, she has been a leading jurist on electronic discovery issues, including the development of her court’s E-Discovery Special Master Program. This program has been touted as the first of its kind nationally and will assist the Court’s management of ESI issues in complex cases, including patent litigation. Judge Fischer assumed senior status in 2019.

Prior to her judicial service, Judge Fischer began her legal career as a legal editor at Callaghan & Company. She became the first female associate at Meyer Darragh Buckler Bebenek & Eck, an insurance defense litigation firm. In 1980, Judge Fischer was named the first female junior partner at Meyer Darragh Buckler Bebenek & Eck and in 1982, its first female senior partner. In 1992, she joined the firm of Pietragallo Bosick & Gordon as an equity partner, serving as administrative partner and as a practice group leader. Her practice at both Meyer Darragh and PB&G was litigation based, as she handled product liability, toxic tort, insurance coverage and bad faith as well as municipal liability and civil rights litigation.

Judge Fischer holds a Bachelor of Arts from St. Mary’s College and her Juris Doctor from the University of Notre Dame Law School.

Hon. Xavier Rodriguez
U.S. District Judge (W.D. Tex.)

U.S. District Judge Xavier Rodriguez serves in the U.S. District Court for the Western District of Texas in San Antonio, having been appointed by President George W. Bush in 2003. Prior to his federal service, Judge Rodriguez was a Justice of the Texas Supreme Court.

Judge Rodriguez is an active national speaker in continuing legal education programs, and he has served as Chair of the State Bar of Texas Continuing Legal Education Committee. In addition, he was the 2017 recipient of the Texas Bar’s Gene Cavin Award for Excellence in CLE.

Prior to his judicial service, Judge Rodriguez was a partner at the international law firm of Fulbright & Jaworski (now Norton Rose Fulbright). Judge Rodriguez holds Bachelor of Arts degree in history from Harvard University, a Master of Public Administration degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas and a Juris Doctor from the University of Texas Law School. He served as an officer in the United States Army Reserve from 1983 to 1993.

David Horrigan is discovery counsel and legal education director at Relativity. An attorney, award-winning journalist, and former legal technology industry analyst, David has served as counsel at the Entertainment Software Association, reporter and assistant editor at The National Law Journal, and analyst and counsel at 451 Research.

A law school guest lecturer and legal media contributor, David has been cited in The American Lawyer, American Public Media, Bloomberg BNA, Corporate Counsel, JUVE (Germany), Legaltech News, The Wall Street Journal CIO Journal, The Washington Examiner, among others, and he has been cited in law reviews and journals of Emory University, Northwestern University, Yale University, and others. David is the author of the annual Data Discovery Legal Year in Review, and he was First Runner-Up for Best Legal Analysis in the 2019 LexBlog Excellence Awards.

David serves on the Faculty of the University of Florida E-Discovery Conference, the Global Advisory Board of the Association of Certified e-Discovery Specialists (ACEDS), the Data Law Board of Advisors at Cardozo Law School, and the Editorial Advisory Board of Legaltech News. He holds a juris doctor from the University of Florida, studied international law at Universiteit Leiden in the Netherlands, and is licensed to practice law in the District of Columbia.
