FY14 Procurement Management Review “Year in Review” Newsletter
The Department of Defense (DoD) issued the fiscal year 2014 procurement management review “Year in Review” newsletter. The newsletter helps facilitate management oversight for the procurement function. The Defense Contract Management Agency (DCMA) leads independent reviews of the procurement function of each other defense agency and defense field activity that performs contracting operations. The reviews assess the effectiveness of the contracting function, analyze and assist in any problem areas and identify noteworthy practices that may be beneficial to all organizations. GSA Issues Final Rule to Amend GSAR Qualifications of Offerors
The General Services Administration (GSA) issued a final rule to amend the General Services Administration Acquisition Regulation (GSAR) to remove the GSAR provision Qualifications of Offerors, 79 Fed. Reg. 62883. The final rule became effective October 21, 2014.
GSA Issues Final Rule to Amend GSAR Progressive Awards and Monthly Quantity Allocations
The General Services Administration (GSA) issued a final rule to amend the General Services Administration Acquisition Regulation (GSAR) to remove GSAR clause Progressive Awards and Monthly Quantity Allocations, 79 Fed. Reg. 63056. The final rule became effective October 22, 2014.

SBA Issues Correction to Proposed Rule for Small Business Size Standards, Industries with Employee Based Size Standards Not Part of Manufacturing, Wholesale Trade, or Retail Trade
The Small Business Administration (SBA) issued a notice to correct a proposed rule, 79 Fed. Reg. 62576. This notice makes corrections to the proposed rule that appeared in the Federal Register on September 10, 2014, entitled Small Business Size Standards, Industries with Employee Based Size Standards Not Part of Manufacturing, Wholesale Trade, or Retail Trade. This document corrects several incorrect figures in the preamble text. These corrections became effective October 20, 2014. Comments on the proposed rule published September 10, 2014 continue to be accepted until November 10, 2014.
SBA Issues Final Rule To Revise Small Business Investment Companies, Investments in Passive Businesses
The Small Business Administration (SBA) issued a final rule to revise the regulations for the Small Business Investment Company (SBIC) program concerning investments in passive businesses, 79 Fed. Reg. 62819. SBICs are generally prohibited from investing in passive businesses under the Small Business Investment Act of 1958, as amended, as well as under SBIC program regulations. This final rule modifies an exception that allows an SBIC to make an investment in a passive small business that passes through the investment proceeds to one or more subsidiaries, each of which must be a non- passive small business. This modification allows an SBIC to structure an investment utilizing two levels of passive small businesses as pass-through entities under specific circumstances. The purpose of the modification is to place SBICs on a more equal footing with their non-SBIC counterparts in the venture capital and private equity sectors, in which investments structured with two passive levels are not uncommon. The final rule will be effective November 20, 2014.
