HF 1040 was introduced into the 94th Legislature of the State of Minnesota which would impose certain requirements for wind and solar infrastructure.

Wind and solar infrastructure are defined by the Bill as including:

  • Solar photovoltaic modules
  • Wind energy conversion systems or wind energy conversion system components.

The requirements included in the Bill are:

  • Product stewardship program plan (i.e., a detailed plan describing the manner in which a product stewardship program will be implemented).
  • Fee on retail sails of wind and solar infrastructure.
  • Establishing a moratorium on disposal of wind and solar energy infrastructure in landfills.
  • Implementation of recycler responsibilities.
  • Imposition of retailer responsibilities.
  • Stewardship reports.
