FCC Welcomes Comment on Mechanisms to Implement Multilingual Wireless Emergency Alerts (WEA): In this Public Notice, the Federal Communications Commission (FCC or Commission) seeks comment on its proposal to require commercial mobile service providers participating in WEA to support pre-translated messages in English, the 13 most commonly spoken languages in the United States, and American Sign Language. Under this proposal, pre-translated WEA messages would be pre-installed and stored on the mobile device, and would correspond to the default language of the mobile device. The Commission also requests comment on whether it is feasible to incorporate event-specific information into fillable alert templates. Additionally, the FCC solicits comment on considerations for American Sign Language, support for additional languages, and future updates. Comments are due on June 12, 2024, and reply comments are due on July 12, 2024.

FCC Invites Comment on a Proposal to Adopt New Emergency Alert System (EAS) Event Code for Delivery of Critical Messages Over Television and Radio About Missing and Endangered Persons: In this Notice of Proposed Rulemaking (NPRM), the FCC requests comment on its proposal to adopt a new EAS event code for delivery of critical messages over television and radio regarding missing and endangered person incidents. The Commission proposes adding a new event code for EAS alerts that do not meet the criteria for AMBER alerts. Reply comments are due on June 17, 2024.

FCC Seeks Comment on Action It Can Take to Ensure Safe and Affordable Connectivity for Domestic Violence Survivors: In this Further Notice of Proposed Rulemaking (FNPRM), the Commission welcomes comment on additional action it can take to help survivors of domestic violence access safe and affordable connectivity, particularly with respect to connected car services. Additionally, the FCC seeks comment on the types and frequency of use of connected cars in the current marketplace. Furthermore, the Commission invites comment on whether changes to the Safe Connections Act (SCA) implementing rules are necessary. Lastly, the Commission requests comment on proactive steps that connected car providers can take to protect domestic violence survivors. Reply comments are due on June 24, 2024.

NTIA Solicits Comment on Development of Sixth Generation (6G) Wireless Communications Technology: In this Notice, the National Telecommunications and Information Administration (NTIA) seeks comment on the current state of 6G wireless communications technology and insight into necessary steps the Executive branch should take to foster 6G development and deployment. In particular, NTIA welcomes comment from the public on potential 6G priorities, use cases, and research and development – including from private-sector stakeholders such as wireless broadband internet service providers. Because NTIA is implementing the 2023 National Spectrum Strategy (NSS) in a separate proceeding, the agency requests that comments do not focus on spectrum issues surrounding 6G. Comments are due on August 21, 2024.

  • CISA Unveils Secure by Design Pledge Commitments: The Cybersecurity and Infrastructure Security Agency (CISA) has announced that 68 “leading software manufacturers” have made voluntary commitments to CISA’s “secure by design” pledge.
  • DOD Seeks Comment on Proposed Rule on Semiconductor Restrictions from FY23 NDAA: In this Advanced Notice of Proposed Rulemaking (ANPRM), the U.S. Department of Defense (DOD) welcomes comments on implementing Section 5949(a) of the FY23 NDAA to prohibit executive agencies from: 1) procuring or obtaining, or extending or renewing, a contract to procure or obtain any electronic parts, products, or services that include covered semiconductor products or services; or from 2) entering into a contract, or extending or renewing a contract, with an entity to procure or obtain electronic parts or products that include covered semiconductor products or services. Comments are due on July 2, 2024.
  • CISA Extends Deadline for Comment on Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA) NPRM: CISA has extended the deadline for its NPRM implementing CIRCIA incident reporting requirements for critical infrastructure companies. The comment deadline has been extended 30 days to July 3, 2024. CISA has also issued a correction to the NPRM, which is on public inspection and slated for Federal Register publication on June 3, 2024.
